This patch was made for a task force comprised of FBI SWAT Teams, the FBI Hostage Rescue Team,, US Marshal’s Special Operation Groups, and Navy Seals that were on-hand for an expected uprising of protesters at the Vieques Testing Facility in Puerto Rico.  This facility is where the US Navy tested bombs, and it came under fire by protesters who wanted the testing to cease.  The protesters set up camp on the island and were refusing to vacate it.  This task force was going to be sent in to forcefully remove the protesters, but fortunately a settlement was reached and the protesters left on their own.
